The Inspector found that the appellant demonstrates full compliance with the adopted development plan for the area, taken as a whole bearing in mind all contentions made by the Council and that the magnitude of the combined benefits attributed to the development in the context of a five year housing land supply shortfall was considerable.

Reasons for refusal included a failure to provide affordable housing and, by virtue of its size, siting and design would create an incongruous addition to the host site and streetscene that would be visually intrusive and result in overlooking of neighbouring properties that would diminish the existing living conditions of neighbouring occupiers.
