The Inspector found that there would be moderate harm to the living conditions of future occupiers and significant harm to the character and appearance of the area. The harm caused by the development on the living conditions of residents of nearby properties would be severe. The harm would significantly and demonstrably outweigh any benefits offered by the proposal.
